Default EML / turbo issues after removing battery

So did some work on the suspension on the Vectra Estate (pre facelift 2.0 DTI) running fine before hand with no EML light etc, went to start it once done (sitting for over a week while waiting on bits etc) and battery flat (found the cause, faulty handsfree kit draining the battery), took the battery off and charged it overnight, dad stuck it back on this morning, car started no problem and sounded healthier than its done for a while.
He took it for a test drive and found that the turbo seems to be cutting in and out, doesn't want to rev out in 1st gear and the EML light is coming on.
Any ideas on what could be the culprit, given it was running fine before the suspension work / battery removal?
Going to double check the underbonnet fusebox and then try to get down to my dads (where the car is) with my opcom (bus every 2 hours....people have lives on a sunday bus company....)
MOT is tomorrow lunchtime so praying that this is an easy fault to locate........
    so yeah.....HELP

Engine will not rev beyond 2800Rpm, so limp home definetely on, swirl valve shows 0% - 3.9% in the opcom diagnostics.

So cleaned EGR, read the codes with OPCOM while running and got the following.

    Codes as follows:

P0243 - Boost Pressure Valve Low Voltage
    (02) - Present

    P0703 - <Unknown DTC>
    (0F) - Present

P0070 - Ambient Air Temperature Sensor Malfunction
    (71) - Present

P0638 - Throttle Control Solenoid Valve Low Voltage
    (02) - Present

P0660 - Swirl Level Control Solenoid Valve Low Voltage
    (02) - Present

Cleared the codes and the Engine management light came on (left hand panel where door open notifications pop up - spanner icon) and emissions went off.
Drove it to get some live data, stopped the car, drove a bit more, stopped again, EML went out and emissions control light back on.

P0703 is only present at some points and not others.

Took the intake manifold off (4 bolts) and very gunked up, cleaned it out and WD40'd the flap inside, all freed off (flap doesn't totally close but closes about 3/4 of the way), gave the other side on the engine block a good a clean as possible. (going to take the whole rail off at some point and give it a thorough cleaning.
Sounds a bit healthier but same codes still flashing up.......
At a bit of a loss as to whats the issue given its only appeared since the battery was off overnight. could be coincedence but seems unlikely.....any ideas??

    Cheers mate....
14.3 volts.. with engine running..according to some better diag kit someone lent me. Throttle is also showing at 100% when pushed to the floor but car is stopping it at 2800rpm as mentioned.
    12.5-12.8 with engine off

I think I may have just realised what I've done.
Was checking the fusebox for blown fuses yesterday as the blower wasn't working, using the owners manual I put a few fuses back in the "correct" position as according to the manual they were in the "wrong" position
Blower now works (didn't check it yesterday as battery was already out) car doesn't work so thinking someone in the past took the blower fuse for one of the engine management/electronics circuits and I took it out again thinking I was curing their mistake, so going down to my dads tomorrow and go through the fuse list and see if anything is missing, f15 under the bonnet seems a likely candidate.

Oh I have a generic code reader not an "opcom" my mate calls them that (I think he uses it as a generic term) and I didn't realise the issues round opcom...which someone pointed out to me....

According to the manual if fuse 15 is blown then the brake lights will be on whenever the ignition is on....
and just remembered....the brake lights were on today, thought it was something to do with the work on the brakes...but seems I've found the issue....fuse15

Sorted it....taking fuse 15 out and putting it in slot 14 sorted the issue, stealership has no idea why and neither does vaux, seems a poke around under the fusebox is in order.
Passed the MOT with just an advisory about signs of corrosion on brake pipe.
Also told need to tweak the handbrake
