Default One headlight brighter than the other (HID)

When ever im driving behind or parked behind a car i can only really see the bright reflection of my hids of the drivers side, iv had hids in a few cars and the passenger side seens to be dimmer, when i stand and look at the car the drivers side seems to dazzle me (like they do when looking straight at them) but i can quite easily looks right into the passengers side, is it alligned wrong? Problem with the bulb? I do have a new ballast but its raining so i cant try that, have a look at these and tell me what you think....
The left is alot brighter and bluer than the other....

also when looking at other peoples photos from this angle there is always 2 bright patches on the reflection, there isnt one on the passenger side???...
