The pump is electrical, is there a positive supply going to it? I am sure someone on here found that the large connector next to the battery was missing a bolt/nut and hence the power was intermittent?

If its a belt driven system, then is the pump actually working and pumping fluid to the rack. Have they connected up the flow and return pipes the right way?? Has the sytem been bled? I understand they are self bleeding, however you need to move the steering backwards and forwards with the engine running.

Well there is definately something at fault? it is a straight forward system, it is possible to have a faulty new steering rack, although I would say that it is the pump side.
