yes, basically you can hyrbid any turbo.. All turbos will have tolerances though and will have a theoretical limit to which it can boost to etc..

If you have Garrett turbo you could modify it using bigger impellers on but the turbine and the compressor side, however the size of the compressor and turbine housing are limited, now you also have them machined out to make them ****** as well. However its still a low pressure turbo, it would cost you more to modify it then it would cost to buy a bigger turbo that will give you more power out of the box than your hydrid would deliver.

If you have the Mitsubishi turbo then there is loads you can do to modify it and effectively double its rated power output..
