Could be Track Rod Ends, Lower Ball Joint, Broken spring, Balance weights fallen off... Need to take it to a garage and have them do a 4 wheel laser alignment. Do the usual checks first, play in steering, feel for play at the 9/3 and 12/6 o'clock positions etc...

Try swapping the front wheels to the back and vice versa too, could just as easily be a buckled wheel.

Normally wheel balancing issues don't become that noticeable until around 60mph.
