Poor headlights on 2002 Veccy

The headlights on my 2002 veccy are now dim almost to the point of being useless although it past the MOT which says something. I am sure they were way better years ago! I have tried putting in some of these blue "20%" more power ones but if anything they are worse. Do these lights fail with age? I have thought of dismantling them (probably need a big effort and ingenuity) to see if they can be cleaned, they don't look dirty as such but they do look very "hazey"? Has anyone put more powerful bulbs in to compensate?? I am not going to keep the car for much longer so am not going to shell out for replacement units.

The ultimate fix is

1. Adjust the beam height up, so still legal but spreading the light further
2. Buy a set of 55W HID's from ebay at about £40 or so.

So do the lights just fail over time then? I am a bit loathed to fork out £40 if the lenses have deteriorated and won't let the new bulbs, HID or not, work??
