Sounds like the wires have been crossed or it has been mounted upseide down? Can you take the wheel out and mount it upside down?

I has something similar when I change the leds on them.

I had a tiny bit of solder creating a short and the scrolls did really wierd things. Removed the tiny bit of solder and they worked fine again.

Don't know if this will help you or not but thought best to mention.

I'm going to sound odd, but try carb cleaner fluid..

I used this on my passenger door switch contacts when they stopped working.

It is most likely dirt or contamination on the little contacts withing the switches..

A quick wipe with a cloth dampened with carb cleaner will sort it.

many alcohols leave a white powdery residue when they dry fully, which will still affect the contact surface...

Other than that, the switches themselves may be faulty, as it only takes a minor difference in resistance to provide a different switch function.
I found this out when converting scroller switches to work my CD70 in my 1994 Cavalier (very long story - lol).
