I've just had a charge notice issued to me from ukpc for apparently parking on "their clients land" for 28 minutes, all the letter shows is a "poor" picture of the vectra arriving and leaving.
As far as I'm aware the land belongs to the council and has double yellow lines in some areas and is adjacent to a pay and display car park owned and governed by the local council.
Am I correct in thinking they have no legal obligation to issue me with a charge notice and therefor cannot issue court proceedings ?
