    Default Parking ticket

    I've just had a charge notice issued to me from ukpc for apparently parking on "their clients land" for 28 minutes, all the letter shows is a "poor" picture of the vectra arriving and leaving.
    As far as I'm aware the land belongs to the council and has double yellow lines in some areas and is adjacent to a pay and display car park owned and governed by the local council.
    Am I correct in thinking they have no legal obligation to issue me with a charge notice and therefor cannot issue court proceedings ?

    It's a civil matter however yes they can take you to court but apparently won't best do some research on the net and make your choice. My misses made me pay because she didn't want threatening letters and the potential of baliefs as I work away a lot but the choice is yours fella

    Well at the minute because we've recently moved and I had to tax the car I haven't changed the logbook it's only because I've had my mail redirected that I got the notice, they want payment or an appeal by the 28th which isn't going to happen so it looks like I'm going to have to wait it out

    If you are going to wait it out then do not respond to them at all. As regards the dvla best sort you licences and log book soon that has different implications for you.

    The address issues are ok as I still own the other property, they will be done in January but I had to hold on to the logbook as I needed to tax the car and it wouldn't have got back to me in time.

    A parking charge is not a fine, you don't have to pay it.

    I had one from 'Parking Eye' 3 months ago, binned it, had 2 more letters saying I owed £100 instead of £60 now, binned those too - Haven't heard in over a month now.

    Nowhere on the paperwork do they say it's an enforceable fine, just a 'Charge'

    I had the same thing a couple of years ago from a Morrisons car park. I replied and said if they didn't drop there claim I'd be prepared to go to court and fight them all the way. Needless to say I heard nothing more after this. They are not inforceable and they prey on people who will just pay up instead of standing up for themselves.
