Dim rear lights near side

the lights at the rear of my 2006 signum on the near side only are very dim. could the damp be affecting them ????

I would check the earth first. A poor earth will cause dim lights, sometimes the lights will actually earth through the remaining light bulbs and they will all light up dimly.
