Default Help needed...with A/C switched on should heater fan spin even when set to 0 position

Having loads of problems troubleshooting interior fan problems. I think it's all sorted now but I've noticed a strange thing. When the heater control is in the off/0 position and the air con off the fan doesn't move. If I turn air con on but leave the fan in the off position the fan starts spinning on the number 1 speed..........is this normal or is the heater control panel bust.

Thank God for that........had the heater control panel in bits, changed relays, new thermal fuse on the resistor......then when i noticed that I thought....what have I done??!!
Just got to drill into the bottom the fan housing tomorrow following the how 2 on here and I'm all done. Hopefully it will all be sorted

It's to prevent the system icing up by creating some airflow.
