No really would need some thinking about but it could be done
not just saab some fiats use it and alfas too
Opel made one of these as a prototype project thing. The opc cdti.
they didnt use it because the current gearbox couldnt handle the torque
The best way to twin a Vectra would be to fit a second large turbo in series down behind the engine. It could involve an electric oil pump and a seperate oil tank, exhaust modifications and intake pipework. I'd use a pressure actuated setup to control it to a set max pressre of something like 1 bar.
The gearbox is rated for 300lbft and the torque can be limited to that easily enough as they have done with other engines, including the new bi-turbo Astra and Insignia

wouldnt it be easier just to pull the bits from a saab?
Using saab bits was what i was thinking.
What power and torque are you hoping to get that you want a bi-turbo? A single turbo is giving me 228 wheel horse power on standard injectors.
