Default Spanner light comes on goes off for 10sec then comes back on

i have a 04 CDTI 150, upon start up turn key to pos 2, the spanner light comes up, then when i start the car it goes off but then comes back on and stays on, i have connected my basic OBD2 code reader but it cant find a any fault codes, is it my reader isnt very good? or would a OBD2 reader not pick up this fault?

need a better reader I would say it could only be reading faults in the engine ecu the car could be telling you of a fault elsewhere
