I've just bought a second hand one that needs a respray so I'm in the same boat. it's already finished in black sapphire but unfortunately its got a few scratches so I'm going to sand down with a 1200 grit wet and dry before giving it 3 coats of sapphire black from rattle cans. Then a 2000 grit wet sand before 3 coats of lacquer. The tiger seal is about £7 a tube on ebay and thats the daunting part. Because it was already fitted and removed I can see where the original double sided adhesive strip was fitted and where additional tiger seal was used.

I'm not familiar with scratch pads. I normally use wet'n'dry with a bit of fairy liquid as it thoroughly degreases the surface and leaves a nice flat smooth surface ready for painting/lacquering.

I resprayed my rear sri spoiler and side skirts using just rattle cans. You can pick up VX rattle cans off ebay for about £12, and that's what I used for my spoiler, you may need 2 for your splitter though. Go to Halfords and get them to mix you up some as they don't stock SS3 on the shelves. For my side skirts I went to a local Paint Store and sorry but their paint was rubbish, full of thinners and not very much paint, Halfords stuff was, IMO, much better. Can of plastic primer, paint and laquer and a pack of wet and dry should cost you about £25.
