Or maybe start in safe mode and download malwarebytes and run a full scan

It looks like you have been attacked by a virus the police wouldn't fine you by locking your computer when accused of looking at child pornography they would come around arrest you and confiscate you pc. Power it off and when it runs up go to safe mode and try a system restore to an earlier date to see if that clears it then scan it and delete anything untoward.

Who mentioned child pornography Paul?. Wasn't aware it was a laughing matter. Mac did say less but why refer to it has got in first. Not very nice. I find that comment completely out of tex.
This happened to my step dads the other week im just going to do a fresh install of windows just to make sure its all out lol
Wind your neck in mate if you like me had bothered to expand the notice you will have noticed that it was one of the items identified as to why the computer was locked. A scare tactic used by the website to try and force him to part with money and I wasn't laughing I was warning him about this, so he wasn't taken in, it is a terrible thing to be accused of and the offer of a fine of £100 to make it go away might have been taken by some vulnerable person, so look before you throw your accusations.
The reason I quoted Bigmac as getting in first is that after making my reply regarding the problem the OP had I found Don had posted basically the same thing but in a shorter way so I went back in and edited my response to say Don got in first simples

Had the same problem other day, but after reboot my anitvirus found that and removed. Scanned whole system after to be sure and everything seems to be ok now
