You shouldn't need to strip it down providing the paint that's on it it solid enough, rub it down with some fine wet and dry, around 600-800 will be fine, wipe down afterwards with a microfibre or similar to remove any loose debris, give it a coat of primer, give it time to dry (over night if possible) then flat that back (again 600 -800 will be fine), wipe down again, then start with your paint, give it a couple of light passes first to give it a tack coat then slowly build up the paint coat until ypu have even coverage all over, allow to dry once again then, if it's a solid colour, ref, white, black etc then flat it down before lacquer (1000-1200 grade) wipe down then start with lacquer, again start light then build it up so you have an even glossy coverage, allow to dry then flat off with 1500-2000 and buff up using a good curtting compound.
As for fitting, I once fitted a genuine Irmscher roof spoiler to my Astra G hatchback using nothing but the primer and silkoflex that came with it, owned that car for years without any issues of it coming off, when I broke the car I left the spoiler on the tailgate when I sold it as I was afraid I'd break it trying to remove it!
