Default Is this right? (fuel pipe seems to move) - Pics included

So, me been me ive always got my head under the bonnet of my car, main reason been my MPG seems fairly low atm (42mpg average speed of 31mph over 1200 miles from the BC) It doesn't seem to want to go above 50mpg on the motorway journeys, where as it used to.

It is remapped and EGR Deleted, Had all filters changed (fuel, air, oil, etc) New brakes (pads + discs), only ever run on shell fuel, etc etc

I found this pipe, that connected to a metal part, that seems to slide back and forth, to me this does not look right AT ALL. It doesn't leak in anyway it doesn't pull off but just doesn't look good. Tight up there is about 5mm, and loose there is id say 8mm. (my measurements are crap though, but it definitely moves noticeable amount.

Here are a couple of pics, hope its clear enough was loosing light + on phone -

I think the MPG and that is all correct. I dont have an concern where that is, my main concern is that pipe in the image, whether or not it is connected right with the movement there is, as in first post there are no fuel leaks, however I dont feel a Fuel pipe should have movement in it like this.

If i get 42mpg over 1200 miles at 31mph i Dont see that as bad, as majority of that is stop start with the odd run down a motorway (2 junctions at the most) as i go between mine and the parents quite alot. Bare in mind, that is also over about 2 months!)
