i crashed my 2004 vectra 2.0 dti ls and now it needs a new front bumper if i was to buy a SRI bumper would it still fit mine?

Yes, but either yours doesn't have foglights, or if it does then they'll be a different shape to the SRI ones.

i dont have the fog ligts in mine but can they be fitted also?

Yes, but you also need to change the light switch in the car (because yours doesn't have a switch for the front fog lights) and then there's the wiring; and I'm not sure if you need to have the foglights activated by Tech 2 or not. I'm sure quite a few people on here have retrofitted foglights, so do a search and you should find plenty of info.
