tubrocharger wastegate

does anyone know if the tubrocharger wastegate solenoid should be making a ticking noise when the engine is running or idleing. about 2 or 3 times a secound

uplug it and and see it you can still hear it while idling.. the engine will still run but if you try to drive with it disconnected you will not get any boost.

if i take the pipe with the yellow ring off that goes to the wastegate i still get the ticking noise. but if i take the black one off its stops. but if i put my finger on it feel it sucking and the yellow side i cant feel anything . but i can see with the engine running and the yellow pipe connected i can see the wastegate arm moves away from the turbo and when i take it off i goes back to where it stays with the engine off

i also have a whinning noise on cold start ups if any body has any ideas please help . and help with should the wastegate solenoid be making a ticking noise
