The rear o2 sensor just monitors the fuelling after the cat if you watch it on live readings using diagnostics it should be a flat line or constant voltage depends what your looking at

Does it go into closed loop operation when at cruising speed?

Do any values change if you create an air leak or squirt some carb cleaner through intake?

sensor 2 should only be reading constant this is just showing the ecu that the fuel trim adjustments from sensor 1 and the cat are doing there job, if your getting arratic readings then it could be the cat at fault but you would expect to have the horrible eggy smell or a rattling cat, it could be just a faulty sensor or the fueling is so far out that sensor 1 and the cat cant cope
