Wont rev past 2500, no power

Having a bit of trouble with my Vec! Its starts fine, runs fine but if I have to take it over 2500/3000 revs for any reason the Engine Management light comes on, it loses a bit of power and wont go past 2500 revs. It then has very little power, it does get up to speed but it takes a while and it drinks fuel. I can put my foot to the floor yet there is no power there. No smoke out the exhaust either. If I turn it off then on, the lightclears and ca is fine again. Car is a 2.2 tdi.
Took it to local mechanic, he plugged it in, couldnt find anything, but its still playing up. It only does it though if you rev it high.

Im hoping someone will have an answer or any hints, as its doing my head in now!

Check all vacume pipes closely and carefully a small rubber split can have a big boost difference

I wojld say that your boost solenoid is goosed, classic symptoms
