    Default Legal/action Question

Been out for a ride in the country with Wendy today, to see someone connected with her new hobby. While I was there I noyiced an old (ish, B prefix) ex military Landy, still in cam colours with radio equipment and rifle rack., plus a lot of green crap on the rubber and glass. Curious, I asked about it.
Seems her partner runs a small garage, fixing up cars. A local bloke came to them and wanted a lot of work, £1,000 worth, done on the Landy.
When presented with the bill, they broke off contact and moved, so they're stuck with the vehicle. It's been there two years.
They've tried asking the police and DVLA for the registered keeper's address, with a view to seeing, if they can't pay, what they want to do.
She said even after paying a fee and answering a shedload of questions, DVLA still wouldn't give them an address and the police aren't interested.
Any ideas how the could proceed? I suggested applying for a new V5 and seeing what happens, or telling the police the owners had obtained services by deception, but she wasn't sure what her partner had done apart from the above.

Strip it and sell it as parts, I'm guessing it's a defender, and their parts aren't cheap!

Sure they wait a few weeks and if they don't hear back from the last owner its registered in the new owners name. Hopefully the old owner forgot to re register it when they moved.

Strange that the DVLA won't release the name and address of the Registered Keeper
Perhaps the reason is not within the normal requirements for doing so, as it is on private property
I've submitted loads of requests and almost always received the details; the reason is either non-payment of fuel (theft) or leaving vehicle on premises (to which a storage charge now needs to be applied)
Where the DVLA refused details we then moved the vehicle (as below)

The Police won't assist or give details, until the vehicle is on the public highway
You could therefore arrange to have the vehicle moved to the end of the local access (private) road, then phone the Police and advise there is an abandoned untaxed and uninsured vehicle

If the vehicle has effectively been abandoned, you can take ownership - I am sure there is a process to do this with DVLA

its a difficult one tbh, you could apply for a v5 and wait to see what happens. but in reality the owner could come back anytime and claim the vehicle as his own.

An alternative, apply to the local court for ownership
The court will probably want to ensure that due diligence has been followed and make their own request for the current Registered Keepers details

Thought a V5 was for the registered keeper but this person may not actually own the car? You need to fill out a V62 i think to register the car and then DVLA will contact previous owner

Fill in the form that makes DVLA give you the registered owner's details, and in the section where you have to explain why you want them, write that the driver of the car opened his door onto your car and damaged it and you want to claim for repairs.
