    Default photo editing question

guys i keep seeing images like the one below, and i want to do something similar with the pics of my kids, ive tried photoshop but can never get the accuracy with the lasso tool.

Any ideas on software or methods and is there a name for this type of editing?

I use Sony Vegas for doing gaming vidoes and there's a plugin by NewBlueFX that does what you want, its either Bleach Bypass or Selective Colour

I did this to one of my daughters wedding pics, using the lasso tool in photoshop. If you zoom in on the particular part of the pic that you want to capture it's quite easy.
