No, it's the LCD leaked in the screen. Quite common, part of mine's gone too, I keep meaning to go round scrap yards and see if I can find a replacement but never get round to it.

Simple answer, no, as far as I know (and I haven't checked this myself yet), they're apparenty flow soldered onto the main board on the dash which requires special kit to change if it's the case, I was going to get an old dash and rip it apart to investigate but haven't got round to it.
