Default Licence revoked for not updating photocard ?

I'm wondering is this possible ?
Basically someone is telling me their licence has been revoked , because they did not renew the photocard , due to not receiving the reminder because they changed address .
Now they have to retake the full test !
Is this even possible ? , I'm sure I've seen this subject on tv recently , and it's just a case of re-applying for the licence , not resitting the full test ?
    Am I being spun a yarn ?

Not sure about resitting the test, but I seem to remember that if you dont renew your photo card, then you are classed as driving with out a licence.

Its only the pic that expires mate , you dont have to re-apply for the license,
mine has also expired just not got round to submitting the new pic and the £20 they happily charge to do so

Yes , I saw it on traffic cops the other week ,
and I'm sure it was a case of re-applying , but if it was revoked for the offence of not renewing the photo , would it seem plausible that they would have to retake the full test ?

But if the reminder was "ignored" due to the house move , would it stand to reason they would revoke the full licence ?
It's causing me alot of problems at the moment family wise

Well I suppose this would mean they were driving with out insurance also. It would depend on if they were a hard working member of the public or not. If they were a "chav" then they would get a £10 fine for no insurance or licence. As a tax payer they would get the book thrown at them.

On a serious note, I cant see anything on the DVLA site about resitting test, just that you can get a £1000 fine for not renewing.

    Renewing a Photo Driving Licence

If your Photo Driving Licence has expired, you can be fined up to £1,000. It should be renewed every 10 years, but if you fail to do so, it can result in your driving licence becoming invalid. You can choose to update your photo sooner than this if your appearance changes significantly. This can be done online via direct.gov.uk or by filling in the DVLA's D1 application form, which you can get online, from the DVLA form ordering service or from certain Post Office branches.

    Related on Your Driving Licence...

To check the status of your photo driving licence, the front of the card should show the expiry date of the photo. The DVLA will usually send a renewal application pack before the photo needs to be renewed. Renewing the photo licence is usually £20. Your new licence should be sent back to you within three weeks, although it may take longer than this if medical and personal details need to be verified. As long as you have previously held a UK driving licence and are not likely to have your renewal rejected for medical reasons, it should be fine for you to drive while you await your new licence.
It may seem confusing to people looking to renew their photo licence, as on the DVLA's D1 form it does not mention renewing the licence. What you are really doing is renewing the photo on the licence as this is what expires.

Renewing a Driving Licence that has been Expired for Some Time

If more than two years has passed since your driving licence expired, you may be made to retake your driving test in order to get a new licence. This is especially the case if your licence has expired due to age (driving licences need to be renewed when you reach seventy) or medical reasons. For these, you may also have to pass a medical. In other cases, you can simply apply for a new licence without problem, although the DVLA will often want to know why your licence has been expired for so long.

When you get your first driving licence photocard, it says all this in the leaflet that comes with it too. So they can't claim they didn't know.

It's pretty much the same in the rest of Europe too, only in some countries you don't get 2 years to renew it before having to retake your test. In some the whole licence becomes invalid straight away...

The top and bottom of it is - this "person" had a ban about 9 years ago for drink driving.
This is totally inexcusable , but he's an honest , bright lad and this was the only thing he ever did wrong .
I've given him the benefit of the doubt in numerous ways , but recently this has come to light , and I have a terrible feeling he never actually reapplied and took his test after the ban.
I just don't want to be taken for a mug !
