Headlight adjustment is not working

Guys,
does anyone have experience with this problem. Last friday my car (vec estate 2.2 direct 2004) went to the stealer for service interval. They reported that the headlight adjustment did not work. First they said i had to install a new head light switch, because mine was broken. I asked if this was really the problem? He could not answer my question for the full 100% so they decided to went searching. Just before closing i got a call that i could pick up my car. I asked again if they had found the problem. He said yes en told me that the left adjustment device in the headlight was replaced. This morning i tried to adjust the height of my headlichts, no result, it still doesn't work. So i have to go back to the stealer again.
But could there be any other issues, like a fuse or something that prevents the adjustment to work?

Ufortunately there's no fuse F20 ???!!!
