Its either a leak in the pipes or flexi's.. Or worst case it could be the master cylinder and the only way to check that is to either see if the bottom of the servo is damp or unbolt the master cylinder and look at the back of it.. Cant think of anything else.. Maybe some one else has some other idea's.. Good luck in getting it sorted..

Sit in the car with foot on the brake pedal and apply some pressure to the pedal, start the engine and if the servo is ok the pedal should rise slightly when there is pressure from manifold into the servo ,if not its a sure sign the seals on the servo are cream crackered.

Mine does the same (06 Signum 1.9 CDTI 16V), always has done in the two years I've had it. Never experienced this with any other cars I've owned but in practice the brakes on the Signum are the best of any car I've owned. If your brakes work fine when you're driving, don't worry any more about it - it must be normal for these cars.

Really? My 06 CDTi doesn't do this. The brakes stop the car rapidly with barely any pressure, and I can sit will full pressure on the pedal for an age while stationary and the pedal only goes so far down

It's your brakes m8 if it's causing you concern get it checked out for piece of mind. Can't say I disagree with the others though.
