as above corrosion on the metal. and its probably stopped working due to condensation the circuit board, take it out unscrew it and dry ciruit board with a hairdryer and spray some wd40 on it. and its probably work again.

    On the PCB?

One sure way to knacker it completely. The WD40 will act as a conductor and short out the components.

Not as far as I know. Wd40 is a water dispurser and is non conductive. We use it quite often at work to clean printing ink off all sorts of pcbs including high voltage drives with no trouble. Obviously we wipe off the excess, but the only thing to worry about with use on electrical components is the possible degrigation of wire insulation with frequent use
From the solvent propelent, once that's evaporated your left with what's pretty much just fish oil protecting the surface from corosion.

Worked perfectly fine for me on both my ballasts after I had to drive through a mini river basically after the road had flooded

Given time the residue left behind by the WD40 will attract dust and belly button fluff and that's when you might start to experience problems.

Where I work, we get customers using some of our electronic equipment outdoors, and then they bring it back to us for repair. Prior to handing it over they say "we think it got wet, but we got it working again by giving it a squirt of WD40".

Guess who has to clean up the PCBs with electronic cleaning solvent to remove all the crap left behind by the WD40 - yep, me and my colleagues.

I fitted HID's to mine and the drivers side ballast failed after roughly six months. I put it down to the fact they strobe occasionally. The drivers strobes more than the passengers side. (I really need to find out how to set the car to think it has HID's)
