Default temp needle slow to move

had this problem last year where the temp needle was very slow to move off the bottom, if at all, and very little heat from the heaters. i changed the thermostat in the spring, and immediatly noticed a difference, car got up to temp quick and plenty of heat from the heaters.

however, now its getting colder again, i have noticed that again the temp needle is again slow to move off the bottom, and can drop back down when heating is on full whilst driving on fast roads, the difference this time to before is there is still plenty of heat from the heating, and gets there fine, within 2 minutes of starting the car in the morning, i can feel heat from the vents, and within about 5 minutes its nice and toasty lol, and remains like that even if the temp guage isnt even registering

could anything else be causing the needle to not work correctly? i have an occasional eml code come up and using the pedal test comes back as a fan problem, but its very intermitant, lucky if its once or twice a month for a couple of seconds then goes out again.

    its a 2003 1.8

in my old vec b gsi, the temp guage would always sit around 85-90, never drop below it, no matter how cold or fast you were driving. but the vec c, just doesnt seem to do that,

ive been advised that it may be a problem with the temp sensor on the stat housing, as there is still plenty of heat inside cabin, anyone had problems with this?
    car seems to run A1,
