Semi siezed motor bearing most probably. If the drain is blocked then water can gather around the motor. Pretty sure there is a how2 for it and how to oil it & clear the crud out the drain hole.

EDIT - might be this one

On mine, the plastic fan was rubbing on the motor housing, as it had slipped down the shaft slightly (or the shaft had slipped due to worn bearings).

Take the motor out and you'll be sure to spot the problem. It's a time consuming job, but not difficult. Remove the glove box (5 screws), remove the footwell duct (one screw and a wiggle), unplug the motor and resistor pack, remove resistor pack, undo fan housing (7 screws - two are very close to the floor at the back, so you'll need a flexible or very short screwdriver), then wiggle it through the bottom and out. Three small screws hold the motor into the housing.

Took me about 30 minutes to get it out, and about 20 minutes to put it back after tapping the shaft with a small hammer so the fan didn't catch on the motor.

Otherwise - as said in the post above, if water's got in because of blocked drain holes, the motor bearings might be corroded and in need of lubrication.
