    A good bodyshop should be able do plastic weld it.

    try mesh and fibreglass works every time, plastic weld might snap due to down force (i could be wrong though)

    make a small template for the bolt holes
    get some stainles bolts

    put bolt through template
    tape this to the spoiler with the bolt heads inside the spoiler

    put loads of P38 (plastic fix stuff) inside the spoiler so it is around the bolt heads(make sure the bolt heads are high enough to allow some of the P38 to encase the bolt head)

    or as above ask at local body shop

    Simple answer is yes, it can be repaired, there are several ways you could do it, I've seen alot worse
