Mate, I wouldn't go with either. Re-treads are just as dangerous, if not more than bald tyres. You would be better off getting no-name brand fresh tyres than either option. Just my two cents. I have however had a family member involved in a serious crash after a re-tread tyre failed on them.

    Your call.

part worn winter tyres if worn too much will be no better than normal tyres imo... i'd use the re-treads.. I know there are horror stories but if theyre purely 'winter' use you're not going to be putting your foot down...there are some decent tyre remanufacturers about..challenger in wolverhamton is quite a respected one.

Winter tyres start off with thicker tread than sumemr tyres; by the time there's 4mm or so left they're useless as winter tyres.

Quite a few of the local Taxi firms last year used retread winter tyres and had no issues.

Retread tyres are nowhere near as bad as they used to be and only used to fail when they got hot and the layers separated but as you are using them in the winter it wouldn't be an issue.

Nothing wrong with part worn as long as wear is small.
I would much rather use part worn than re-treads
I have part worn goodyear winter tyres myself that will go on in October ish, used them last year and they are looking like I will 3/4 winters out of them.
Remember every time you use your winter tyres you also reduce wear on your summer tyres . Having winter and summer tyres will reduce the cost of tyres overall in the long run.

just a word of warning if getting used, i have had 2 from new now there down to 5mm and the difference is really noticable less grip thats why i,m putting them on the back this year, as for retreads if your just using them for winter wet + cold should be ok but i would,nt trust them

Standards have improved vastly over the years for re-treads and are governed by the same strict regulations that come into place for normal tyres. Gone are the days of tyres delaminating and treads ripping apart.
