spraying splitters/skirts advice

hi there
As some of you know im after vxr lower splitters/spoilers all around the bottom of my car but i was wondering if its best to buy new primed parts or are second hand parts just as good?
would it cost more for paint shop to rub down ,prime and paint etc?
a friend of mine had a second hand bumper resprayed and it has flaked a bit and you can see the original colour underneath, is that just a poor respray job?
so i thought i'd post this up to see what you all thought.

Paint shops will ALWAYS charge more for prep work. EG rubbing down and priming again.
However, depending on who does the respray, it should be just as good as if it was a spray on factory primer.
