By hand and at a budget, your best bet is something like Auto Glyms Super Resin polish, very mild abrasive and a very good filler, will do a good job on the Vec.

Don't forget to seal it in though, as SRP (being majority fillers) can wash off in time. Again, Auto Glym's Extra Gloss Protection will see you right.

Both can be had for less than £20 at Halfords, and they may even still have the 3 for 2 offers on too

Same sort of process, the EGP isn't polishing but sealing. When you want to spend a bit more, you could try something like Megs ultimate, or machine glaze (can be applied by hand) then put Megs #16 wax or dodo juice light fantastic or diamond white (wax) over the top, all work well with silver.

Just be aware that SRP will not remove the swirls, it will only hide them. To remove them by hand will be near on impossible.

As above, bearing in mind "best" and cheapest" don't normally go together. Anyone near you got a DA?
