Aircon uses less fuel (on a curvy car like the Vectra, the drag caused by the turbulence of having a window open is quite significant at 60mph), but somehow isn't as nice as outside air.
Then again - with how unpleasantly humid it's been this week, aircon wins as it's nice and dry and cold.

got to be windows down and tunes up for me
Windows down if doing less than 30mph
Ice cold air con at speeds above 30 mph
