Just been on the phone to book the vectra in for a sun strip and was told from both places I rang that they are illegal and an MOT failure. Is this true and when did that happen?

if the wiper blades go over it then yes its an obstruction of the drivers visibility and it will fail ... you can still get a tinted strip ratehr tahn a full sun strip .......providing it still allows 70% of natural light through .... including the standard tint on the screen

just look where your wipers go then get one just above that - or buy some smaller blades for mot time ; ) whereabouts did you ring nic? is it a specialist sunstrip or just plain - not that hard to fit really
You fail for having a magic tree hanging from your mirror so a sunstripe is probably a guarantee.
From the MOT test manual:
Whilst sitting in the driver's seat and, referring to the diagram below, examine the driver's view of the road through the swept area of the windscreen.
Zone 'A' is:
. in the swept area of the Windscreen
. 290mm wide
. centred on the centre of the steering
wheel.
Reasons for failure:
1. In Zone 'A':
a. damage not contained within a
10mm diameter circle, or
b. a Windscreen sticker or other
obstruction encroaching more than 10mm
c. a combination of minor damage areas which seriously restricts the driver's view
In the remainder of the swept area:
d. damage not contained within a 40mm diameter circle, or
e. a Windscreen sticker or other
obstruction encroaching more than 40mm
f. a temporary Windscreen fitted.
The diagram just shows this area - basically take the area that the wipers wipe, then a section 29cm wide centred on the steering wheel (pretty much the width of the steering wheel)
There's also a note specifically about 'opaque films':
Additional opaque films are subject to reason for rejection 1 whether fitted on the inside or outside of the windscreen.
So if the sunstrip is passed over by the wipers by more than 1 cm, it's a fail. This has been in the MOT test since it was introduced in 1960.
You could trim a bit out of the sunstrip where the wipers go, then stick it back on again after the test
