I was limited last year, took about 4-6 months to sort. I also wanted to change my address, but because we don't have a home phone they couldn't verify it, then they failed to do it via post, so another 28 days went passed, I complained, they finally sent a letter with a code, but could I find where to type the code in on the website? The instructions on the letter didn't match the website, I even asked someone at work to have a go in case I was being dumb!

Then I had to call them and fax my ID through at the same time for them to lift the limit - the guy said there was a "bug" somewhere as the site was telling me what to rectify but wasn't allowing me to action any of it.

Paypal's good WHEN IT WORKS - but a nightmare if they decide to review your account.

Refer to their Terms and Conditions, you are only permitted to have one account
However, you can have one personal account and one business account

I would tend to agree with them, if there is an outstanding dispute on another account (and the details are similar or identical) then the newer account becomes suspended

My business account has been suspended a few times, but usually due to exceeding the transaction limits
The usual hoo-haa of asking for ID, but you have 90 days to do this
Ironically, adding a Credit Card bypasses this process, and then removing that Credit Card after 14 days

So basically you can have your paypal account limited, just by actually using it, lol.

iirc, they are both owned by the same company - and yes, they do tend to think the law and rules don't apply to them.
