vectra heating stuck on

my cars heating wont turn down no matter were the dial is positioned. the blower still works but even with them off the car is still roastin. im a taxi driver so too much heat and drunk people will soon spell disaster. i removed the dials panel below the radio thinkin maybe i could turn it down manually but no cable, just a wire plug and circit board. so iv run out of ideas. any1 know how to manually turn down the heating or wat is accually wrong with it. thx.

As a temp fix bypass the 2x hoses with a copper tube.

I suspect the heat control valve is u/s.
