Do you mean the "butterfly" flap. I would say Yes, as it opens/closes when the throttle is pressed to let more/less air in.
Or do you think the "butterfy flap" is at an angle due to the posible build up of carbon on the in side of the throttle body.

yeah thats wat angle mine was sitting when i took it of and cleaned it!!!!
Sorry yes wrong term, I've only ever looked at one other on previous car and it sat flat. My car is a little slow to start sometimes and requires a dab of the the throttle so was curious as to whether it was ok, which it sounds like it is
mines like that aswell
if you block the top it cuts the engine out so it must be like that to let air in all the time.
What engine on my 1.9 cdti 150 it was open when engine was off!
It's a 2.2 direct. Yeah I understand what it does , thanks for the input guys thought I would check
