Default Diesel struggles to start at certain temperatures

Right i have my first diesel car. Its a 2002 vectra 2.0 DTI.

My problem is when i go to start in the mornings, if the temperature is low ie below freezing, when i turn on ignition, i have a glow light symbol light up which when it goes off i start the car which it starts straight away with no hesitation whats so ever.

Now if i have warmed engine up and i turn her off then re start, she starts again straight away.

But if the engine isnt warmed nor is it below freezing, when i put ignition on, the glow plug light does not come on so it takes about 10 seconds of holding the key to get her to start which she will put some white smoke out the exhaust.

The car was fine when i got her, i went to germany for 7 weeks were she stood still mainly, my wife started her up every now and again, it was when i got back that the car started doing this.

It may be the reason or just a coincidance.

But i must get this sorted and i dont want to take her into a garage for them to just rip me off.

Is there anything i can do to source the problem or does it point to a certain thing?

    PLEASE PLEASE help

Also is this Glow Plug light supposed to always come on or only if its below a certain temperature?

Also when i put ignition on, i listen for a click sound then i turn to start, is this the proper way of starting a diesel?

As silly as it sounds but im used to turning key and off you go with petrols
