ALL car parks are private land and you will get paid out on them! I did when a woman reversed out of a parking space into me.

The whole point of SORN is to declare the vehicle is not being used on the public highway
The simple change is that the vehicle remains insured throughout
This is to take into account the vehicle could be stolen and driven
However, there remains no need to insure the vehicle, as non-use confirmation will be sent, and once completed (and received by the DVLC) the vehicle no longer requires to be insured

Looking at the direct.gov website, you'll get issued with an Insurance Advisory Letter (IAL)Insurance Advisory Letter (IAL) before any penalty is issued.
As also mentioned, if SORN registered, then no isurance is needed.
As for buying a new car and keeping the second car on the driveway uninsured, how do you expect to sell it without a test drive? You can't expect the potential buyer to insure it. If you don't expect to sell it for a few months, then SORN it.
There are too many cars on the road without insurance, tax or MOTs and I wouldn't want to be in an accident with any of these. So if it takes a bit of effort from us good guys to get these cars off the road, then so be it.
I'm sure the insurance companies will do specialist low milage policies, they do for bikes!

It means more cars will be registered with no keepers.. My car is still showing as "in trade" i bought it and the dealer just gave me the log book to send off!! I havent sent it off yet after 3 month (opps naughty) but they have no way of catching me :-/
