You need to spray the Lacquer with the base paint damp to sticky. I made the mistake of spraying the lacquer on my side skirts when the base paint was dry and the are not very shiny at all. I sprayed the lacquer on to damp base paint on my Headlight washers and the difference is a lot shinier deeper finish.

You can spray the lacquer on even when the coloured coat is totally dry, but don't apply any polish before lacquer, or it won't adhere. If you've been flatting the colour coats after each coat, did you remember not to flat the last coat? Also don't flat any of the lacquer coats. After the last coat of lacquer has been on a week or so, use a cutting compund, applied with a machine polisher - it's this last process that will give it a shiny/smooth look.
