help to edit pics

can anyone tell me of any software i can download to blank out the number plate on your pics ect and change your pics around rather than the standard type stuff you get with a digi camera ect thanks

i just use the microsoft picture editor you get with XP..it's got a smudge feature which i use on the plates.. resizes and does what's needed for forum posting..quick and simple..(like me)
