disconnect it and stick your thumb over the end and see if you can remove it If it draws blood its sucking good, if it doesnt then you may need a new..
and finally a seriours answer... you can buy a 'vacuum' gauge which will tell you the vacuum its creating in 'Hg'. You then check this against what it should be and draw your conclusion
