Does anyone know how to release the tension on the tensioner so I can remove the drive belt? The bolt where it goes on to the block don't do it. Is it the one where the jockey wheel is?

The 15mm bolt that goes through the pully needs to have a spanner on it and try to 'tighten' it (It wont undo it but compress the spring in the tensioner) and it should release the tension as it swings away.
So I need to do it as if I'm tighteneing it up?!

It wont tighten, all it should do is 'swing up' and release the tension.
Well it ain't happening I'm tightening it be not releasing could tensioner be seized

I don't think you're supposed to "tighten" it to remove the tension. According to Haynes, you should use a Saab special tool that goes in the square hole on the pulley arm, or in the absence of this tool Haynes fabricate their own - they put a bolt through a flat bit of metal and the bolt then goes into the hole near the right hand end of the tensioner-pulley arm, (near the centre of the tensioner-pulley itself). Another bolt goes through the flat bit of metal and engahes with the top of the tensioner arm, so that when you turn the flat bit of metal anti-clockwise, the tensioner arm gets rotated as well.
Alternatively, see if the square end of a ratchet will fit in the square hole and see if you can make the tensioner lift up if you turn the ratchet anti-clockwise.

When I did my 2.2, which looks the same, I put the handle end of a ratchet underneath and pushed upwards, from a lying on the floor position. It wasn't as easy as people make out . Wear a glove to take some pressure off your palm. Think in the end I used a car jack to hold the ratchet in position when arranging the belt.
