Strange one this seems you have replaced most things I would suggest, maybe you could try and start it in morning then drive it to a steep road and park it face down and leave it a few hours then try it again.
That way we can rule out injection seals, There is a ECU update fir the DTi but as yours is a 04 it may all ready have newest software on it.Might be worth cleaning EGR valve see if this helps and just by side of EGR on right you will see a small rod make sure this moves up and down freely

This may be of help mate. I also have a 04 reg vectra, 2 litre DTI

Red pipe = from vacuum pump to "T" piece.

Blue pipe = from "T" piece to swirl flap solenoid valve ( mounted near the radiator, front of engine bay)

Yellow pipe = from swirl flap solenoid valve to swirl flap actuating diaphragm.

Green pipe = from "T" piece to turbo wastegate solenoid valve.

Purple pipe = from turbo waste gate solenoid valve to turbo wastegate actuating diaphragm.

    <<<<Yes mate.>>>>>>

do the green end up on vacume or outlet on control by air filter mate?

<<<<The green must go to the vacuum port on the solenoid valve (This port is usually marked "vac" & has a yellow piece of plastic on it.>>>>
