Does the whine change with speed? Get the bonnet up and make sure everything is done up properly, including the hose from the front grill to the airbox. I'm not sure how loud the recirculating dump valve is on the CDTi's but it's very loud on my 2.2 DTi.

Had the same thing with my 150cdti turn out to be a big hole in the flexi pipe on the front part of the exhaust so turbo was losing pressure. Sounded just like a boy racer with dump valve. Had a new flexi bit welded in for £60 ish.

same as Big nath ... had the car 3 months and it was making a similar noise... i just got a new flexi pipe on mine last week as noticed it had a leak and its totally cured it. cost me £80. seems to have stopped the diesel fume smell coming into the cabin too :-)
