When I had my SRi Estate serviced last year, the rear pads had to be replaced as they were worn, at 2 years old and about 28k on the clock.
Same for my sister in laws Vectra Exclusiv as well. Both serviced at different dealers!! I would have thought the fronts would have worn first.
I'll see what happens next month when it has its 3 year service and MOT.

Brake discs and pads are covered for 1st Year Network Q only, not for a further year, so you should have had them changed without question. My front pads and disks were changed FOC when I had my car serviced just before my 1st year Network Q ran out.

It is quite possible the local you contacted was not aware the car was on Network Q, therefore the work is chargeable
At this point you then ask them to contact Vauxhall Retailer Warranties to check if this part is covered

I had the same when my car was covered by Complete Protection Plan
Eventually the dealership realised it covered just about everything
They even tried to make me pay for the service, even though they already had authorisation for the brake pads and discs
