is it for personal diy or work use bud ? if its for work use it will need recalibrated every year so you may be able to scam one out of your bosses

The torque wrenches in Halfords are not included in the sales, they do however get very good reviews for accuracy and reliability. However they are quite a bit above your £30 budget @ £70 or £80 depending upon the range that you need.
With a cheaper one that may not be as accurate it may be that you'll end up overtightening something with the associated cost of fixing whatever breaks and end up worse off.
I guess it's a case of how often you feel you are going to use it and to whether you can justify the extra cost.
Argos do one for £20. OK for occasional home use. Maybe not that accurate, but much better than guessing.
Rolson ones on E-bay with various ranges and either 1/4", 3/8" or 1/2" drives.

And a Halfords 8-60nm (3/8 drive) for the for lighter stuff. This one was a lot more expensive, but I bought it because it got good test results for accuracy (as mentioned above) and at the time I was mostly going to use it on my bike where everything was made of alloy so more likely to strip threads, etc...
