Handbrake Recall - how to get this done by Vx

Excuse my ignorance - but does recall work only apply if a vehicle is bought under a VX dealer warranty, or can anyone who owns that vehicle go to a VX dealer and ask for the re-call work to be done for free?

I have just bought an 04 Vectra (from non VX dealer), and have been concerned ever since i heard of the handbrake problem.

My ignorance stems from never having bought a car young enough to be under any manufacturer warranty.

I'd like it undertaken and better if VX will do it for free

Can anyone advise how I start going about this with the local dealer?

Doesnt matter where you bought the car from, if the recalls are still outstanding all you need to do is go into your local dealer, they will check the cars details for any outstanding recalls and book you in form there to have them carried out. There is no charge for recall work.
